His dedication to the public sector workforce led to the founding of Main St. Public Financial, where his mission is to empower public employees with access to alternative financial investments.
Noel’s commitment to public service was recognized when he was awarded the Texas City Management Association’s Administrator of the Year Award in 2022 for his significant contributions to local government in Texas.
Education and Professional Involvement
Noel holds both an undergraduate degree and a Master of Public Administration from the University of Texas Pan American. He is a Credentialed Manager through the International City/County Management Association (ICMA), a Certified Public Manager (CPM) through the William P. Hobby Center for Public Service at Texas State University, and a graduate of the Senior Executive Institute at the University of Virginia. Noel’s professional involvement includes chairing the ICMA Technology & Innovation Advisory Board and the TCMA Diversity, Equity, and Inclusion Allies Task Force. He also serves on the boards of the Local Government Hispanic Network (LGHN), the Texas Municipal League Intergovernmental Risk Pool (TMLIRP), and the Institute for Building Technology & Safety (IBTS).
